The brief was to run a campaign that brought people back to Chapel Street. The real problem was more fundamental.
The precinct's trader community had become largely dormant, disengaged from the association and disconnected from any shared sense of purpose. Without trader participation, a precinct campaign has nothing real to amplify. You can't celebrate a place if the people who make it special aren't in the room.
Sphere's job wasn't just to run a campaign. It was to re-engage a dormant stakeholder community first — on a tight budget, in a short timeframe — and then build a campaign around the renewed energy that created.
